Technically since your cars didn't collide and he was speeding, plus him swerving into your lane, you should be fine. You might get a fine for speeding but you didn't cause the accident and neither one of you hit each other.

The guy will probably claim he lost control in the rain and spun out rather than admit to speeding and driving dangerously.

Actually you don't have to do anything at all. Sure you were speeding (or did you only just get up to the speed limit?) but that's it. You weren't involved in the accident at all so you don't need to do anything.
