EU is dead. NA still alive and most of tosg resides there, including euros. If you're euro playing on NA, you'll get worse ping obviously, but should be mostly fine as long as you stay away from ping reliant classes (eg. QS, 0cd spammers, etc.).

No, you should also take Zemyna to at least 3 and Carve to at least 1. Diev has a lot of spare points, so I'll take both of your main buffs to 5 (Zemyna and Laima) for comfort, even if you get 100% uptime with just 4.
