Here is what you do:

1. Take the car to a mechanic.
2. Tell him you're interested in fixing the car and that you want a quote on everything he sees wrong with the car.

The quote is going to be ridiculously huge, just say you're going to think about it.

Take the list of what is wrong with the car and then get cheap parts from ebay and do the work yourself.

Be mindful of what kind of money you put into this shitbox because the $500 you paid for it is already it's market value.

Honestly I would keep this car as a parts car and go buy yourself a six cylinder E36 in good condition for around $1000.

Yeah actually I can see this. A fucked up interior like that is a good excuse to rip it all out and go full stage 17+ weight reduction. Fix the rad, renew the brakes and suspension (the brake problem sounds like fucked suspension components), purge the pony shit.
If it were me I'd replace/keep the functional interior components like courtesy lamps and such. I'd just take out the trim, but that's a matter of taste.
And spray the exterior (maybe interior too if you strip it?) with bedliner or some shit to get it all rugged.

I've got a 95' TI with Bilstein coilovers, H&R Springs, Hotchkis swaybars and a few other mods. Spend the money on the suspension and I kid you not it is one of the best driving cars you'll ever own. You will probably need to replace the control arms and bushings for both the front and back. I've also got 8.5" wide rims in the back and with a clutch kick and some slightly wet pavement you can skid all you want. GL with your TI
