because in the USA it would be classified as a car, meaning it would need a steering wheel, airbag, 5 mph bumpers, ABS, traction control, a rear view camera as well as passing government emissions and crash tests (which include front tests and side impact). Those are all federally mandated for 2017 model year cars

The closest thing to a street legal quad is the Polaris Slingshot, which has 3 wheels and is classified as a motorcycle to get around the regulations. The Slingshot does use a car engine though. The engine is a 2.4L LE5 Ecotec I4 from General Motors.
