For example with Hearthstone the basic packs had all the core cards. Is this also the case with Shadowverse?

In general, you'll want Standard for most classes, except Haven, which wants Darkness Evolved

Standard if you want to play Shadow, Sword, Forest, regular rune and Dragon DE if you want to play Haven RoB if you want to play Daria Rune Blood has an almost equal spread I think. All in all standard packs should give you more value on average since most staples are there.
