Built forts on low supply limit provinces, built shitton of arty which then was supported by mobilized farmers, focused on army tech. When the war starts just concentrate your army, let US siege your provinces and split out, zerg the split armies and/or bait their armies to attacking you """lone"""" army.

I think it would actually work better in Victoria where you have populations, economics, and ideology to take into account
