This is just a render distance increase, something Jagex has said they want to do.

All 3rd party clients have advantages over the official one. For one thing, the actually have a world map unlike the official client.

It's a third party client with a bunch of useful tools built into it. Things like timers for potions, highlighting items on the ground, clue scroll solving. They charge a monthly fee for the useful features. The recent update included a render distance increase which lets people that pay for the client click much farther than everyone else. People are upset because it reduces the amount of clicks for things like runecrafting.
