The GM keys at the time and before that didn't have the bulky plastic grip on the end of the key. At least from what I've seen. My bro has a 87 pick up, and a 72 Buick and they are just metal keys. I wish they still did that, fits better with my other keys on the ring.
It's a '94. But mine wasn't the general police issue, I think it was an officer's personal vehicle or an investigators car. It never had any lettering, siren lights on the roof, back seat cage, and so on. So I imagine the first owner had the liberty to choose some civilian options for his work car.

94 might be too recent, but you might be able to get away with disabling it. Mine is old enough it doesn't have 02 sensors.

GM has been doing EGR in some form or another since the 70's (disclaimer: I'm counting any Exhaust Gas Recirculation type system as EGR). All it does is recycle exhaust back into the combustion chamber.
ATS-V and M3 have similar starting prices.

He's talking about the fact that the ROUND ended keys are for doors/trunk/glovebox and that the SQUARE ended keys are for ignition.

what you miss in this picture is that with the engine on - CEL for exhaust upstream O2 sensor out, vacuum leak in intake manifold gasket and rough shifting trans codes
None of the gauges work except the gas gauge and the oil pressure gauge, sometimes
