You're not supposed to brake on the freeway/interstate, even when exiting because it puts other drivers at risk. You should only brake if it is an emergency and a collision is imminent, even then it can do more harm than good.

From what we are shown in the video, the Monte Carlo should not have been tailgating the vehicle in front of him in the first place, and especially not to the point of requiring the driver to hit the brakes, therefore him braking in this instance would be considered aggressive driving
