Zoodiac Engine is still not playing with the archetype. If they semi-limit rat, it will simply disappear from most decks, since it won't be able to r4nk anymore.
Tier 0 means that it is almost impossible to beat. But ignorant people use it as an equivalent as "OP" or "broken".

Semi-limit Rat also hit the "Pure" Zod pretty bad though, so yeah, they'll disappear from the topping deck, just like any meta deck, tier 0 or not, after they got hit.
And no. Tier is strictly defined by the percentage of tops they have in a format. Not by vague "can deck X beaten by other deck" parameter.

It's because tier 0 doesn't actually exist. When the tier system was made, Tier 1 was the highest a deck could get, if a deck had 100% winrate and representantion, it was still a tier 1 deck. The thing is that no other deck would be even tiered in this case.

Pojo was probably the guys that made tier 0 a thing in yugioh. At the time, they wanted to make any deck that got majority(over 50%) of the meta as tier 0. But somewhere along the way it changed to 65%.
