Because Netmarble prioritizes the addition of new characters and uniforms that older characters can remain unbalanced for a severe length of time. Sometimes a uniform can fix most of the character's woes and make them viable additions to the roster while others require an investment through T2 to finally see some level of adequacy. Rather than rework a character and take them back to the proverbial drawing board Netmarble would rather unleash outfits and T2 and hope that the character balances themselves.

Popular opinion has it that Bishop is like a mix of Silk and Elsa, which makes her a prime candidate for T2. I also hear she's really reliable not only but in Alliance Battle.

Leadership is great obviously
I start with summons, then 6->5->repeat, sometimes toss in one of her other skills if needed for scd purposes
Her 6* does great damage

I just go through the in-game interface. tap the ellipses between the match-ups and then you see the replays for each fight. It's tedious though.

Phoenix makes sense as a native T2. Emma could be the free Enchantress-lite. Scarlett Witch would probably be Battleworld accessible only and Rogue/Storm would be Special Mission only.
