Before 2008, M was superior. Then, the CTS-V2 came out, and it was quite good. I'd say that between 2008 and 2010, they were about equal.
In 2010, M had their first downsizing: from a glorious V10 to a smaller V8. That was the exact point where everybody knew M was dying, and it was open season for the best M5 competitor. Three years later, they downsized the M3, and then the entire playing field opened up for the best M3 competitor. BMW simply killed M in the name of fuel economy, while GM has let V loose in every sense of the word.

BMW has made the new M3/M4 less appealing stats wise but in terms of track performance M cars still come on top.
It's just that the gap between BMW and other brands has tightened, other auto makers are slowly starting to get the M formula

In terms of performance the CTS V is really good, it's on par with the M5 F10 Competition Package.
Only the new M5 will be released soon so Cadillac will need to update the CTS V
The ATS V is good but not as good as the M3 Comp. pack
