They went balls deep into the Discard/JO dragon meme when ramp dragon needed cards that uncapped your pp limit and cards that added cards to to your deck to stall the deck out. The problem is that you at most get a 3 turn advantage of 6pp in an entire game on a flawless curve as ramp which doesn't really matter because everyone has hard removal, board clear, and removal effects out the ass right into their own class special cards which are by and large far better than what dragon has. Not to mention this makes attack boost gimmick dragons like griffon/disaster/skull dragon useless because either you already won because they don't have cards to build a good deck and you win or you're eating removal and board clears
