Why is IL bracket considered a meme?

Because there's a lot of padding at higher ilvls.

Early on in a tier the top of ilvl brackets are dominated by people that have BiS legendaries. By the end of a tier all but the highest ilvl brackets are dominated by cheesy parses where people remove/replace smaller pieces of gear to deflate their ilvl.

Legendaries absolutely fucked the system.

Imagine trying to compete in ST damage with someone that had something like 7.1's Fire Mage bracers vs not having them. Literally nothing you can do to get a better parse.

Legendaries, trinkets, tier sets and (not so much at this point) traits all skew ilvl brackets.

I found the little arcane elemental from the book achievement in old Dalaran to be pretty useful, although I could be forgetting. Didn't use a lot of the magic pets.
