gaben disabled hat drops for a really long time and only recently renabled them. whether you are talking about playing a game or spectating one the drops still happen but its random. if you are spectating a pro dota 2 tournament game random people get chosen to get drops for spectating of: "double kill" "roshan steal" "courier kill" "rampage" ETC
IIRC none of it will be tradeable in any case so i dont really the point of actively asking for this though

i remember reading something about what you mentioned however the amount of drops are always proportional to the amount of spectators so 100 spectators should give you a higher chance of getting a drop yourself, right? wrong, the less spectators there are the less overall drops there will be, only 1 person might even receive a drop out of this 100 or worse, there may be no drops at all
