New heroes will not cost any steel at all to be able to play them. They will not be "recruited" but you'll still be able to play them.

Pass holders will gain access to them one week earlier than non-pass owners but once they are available they will be free to play for everyone.

You need only pay steel to Recruit them.

Unless they changed it, the scavenger crates only drop gear relative to that hero's reputation level. Rep 0 will only get white gear, you actually need to play to get the ability to get better gear
