Feudalism was by no means anarchy. There wasn't a state in the modern understanding of the term, but there was still a strict, consistent hierarchy upheld over long periods of time by cultural and religious norms and traditions (As well as levies, militias and orders, of course). Anarchy implies that the "system" in place would allow for new dominant forces to take prominence by pure virtue of being richer/having more military strength/some other qualifier, which is not necessarily the case here.
