Honestly, if they're gonna bother we the hub world, just make it Legacy of Goku with CaCs. Just do that. Because at this point, that is what XV is, its LoG with CaCs.

Otherwise, I'd want the ability to make my own decisions within the story mode. If I want to have Hercule on Namek getting potential unlocked, let me. If I want to have a Cell Jr. survive and grow up to be a Z-Fighter, let me. If I want to have Guldo be the Hero, let me. Its a game about What Ifs, with no real What Ifs hardly.

Sure, Cell is all the races: the character but if he was truly capable of everything each cell's origin could do, we'd be seeing noodle arms, mind reading and giant form.

Not him, but Cell actually does have a mini-Giant form.

He does it against SSJ2 Gohan. I mean its very similar to USSJ obviously since we know he's capable of that, but if you actually notice, he's far taller and bigger than what he was and it isn't just a muscle increase.

He should theoretically be able to stretch as well. Regeneration is just creating mass out of nothing, which applies to stretching the arm as well. Its just a matter of expanding/contracting cells in the body, Cell can after all stretch his tail, which is a technique Frieza can do as well.

It might honestly be safe to assume that Cell actually can do everything the races can do, though Great Ape might be a little odd and would be more Great Cicada I guess?

Oh I'm not saying it is a thing, just that its theoretically possible, I assume. I mean the only things we've seen Cell capable of from his Race perspective are these.

Namekian: Regeneration, Mini-Giant
Frieza: Forms, Tail Stretching (though this could be Namekian)
Saiyan: Zenkai Boosts, SSJ1 (A, S, FP), SSJ2
Human: An Accent

My argument and to help the user that proposed the question is that Cell should technically be able to do everything those Races can. Especially if the tail stretching is a trait from Frieza, considering Gero never saw Frieza do that, though I imagine its from Piccolo, considering his mass does increase drastically as Cell is self-destruction as well.

Probably just no reason for Cell to do anything but stretch the tail for absorption, regenerate, and go SSJ.

You'd think he'd try everything he was capable of when SSJ2 Gohan was kicking his ass. At that point if you want to say he's capable of it all, you'd have to start saying there wasn't enough screentime and it would kill the pacing, but again, that's why I say I go with what's established. You can what if forever, but I consider that to be what Dragon Ball Heroes is for. I guess I won't say it's impossible, but a lot of things aren't in this series considering what everyone's capable of.
By the way, I don't think his hulking up was mini giant form (namekian). Trunks commented on it exactly like Cell commented on SS Grade 2 Trunks so it's probably that.

Keep on at the Dokkan Fest. The STR summon only has the SSRs that'll be relevant to Omega's team, but the exclusive SS3 Vegeta and Super Gogeta are really handy cards to have, if you pull them.

Getting an SSR's pretty unlikely on both, so pull on the STR summon if you only want to get units that will benefit from Omega, go for the Dokkan Fest if you want a shot at Gogeta and Vegeta.
