It's because OHVs have a lower useful RPM range than OHCs because they have more rotational mass to move in the engine(one huge camshaft is harder to move at high RPM). OHVs do well at low RPMs because the total weight of their moving parts is less, but most motorsports these days involves keeping the engine at a high RPM the entire race.
