The problem with mages is that most of what they do is in their kits, they can't have cool active because that could definitely break them. We could use another 20% cdr item though, that's for sure. But itemization for mages is mostly fine in my opinion, aside from Morellonomicon and Liandry's being overtuned atm.

No matter what you build on jhin you won't just poke people from mile away non-stop, you only have your ult and W which does little damage and only used as root. Jhin needs to get close and personal to be useful, if he can just ult when fight starts and win, well, you didn't really get killed because of jhin, you got rolled over by the rest of his team without him even fully participating.

varus and jhin power levels already factor in the unreliability of skilshot damage. theyre still the best ADCs because of their ability to skirmish/duel at any level and provide huge utility even if youre behind
