I wouldn't even try getting anything else to work if you're not able to get update 1.46 working. If installing the game from scratch and applying the 1.46 update doesn't work then something must be wrong with your base game.

1.41 vanilla works perfectly with no issues at all but going to 1.46.2 causes the CTD which is very strange

I downloaded the patch again and discovered that they pushed out a hotfix I think yesterday and now 1.46.2 works
