Because if you only had the same 6 heroes, your choice of heroes would be determined by how quickly your PC loaded the character select.

Use the 80/20 rule.
80% of people will only play about 20% of the characters for considerable amounts of time.

So you need to have lots of heroes to give everyone a couple of heroes they will really enjoy playing.

Because some people have some skill and imagination to use the ones outside of the meme team.
