The 556xi has high horizontal recoil, second only to the Scar-H. Its vertical recoil is also wildly random on the first and second shot, so you can never learn to pull down the muzzle perfectly 50% of the time. It has low ammo pool, high recoil, slow firerate, and not enough damage to compensate. The L85 is perfectly usable and average, being the most stable and easiest AR to control outside of the C7E.
Nothing much, it's not hard to use but low damage, low firerate, and high horizontal deviation in a spray means it's on the lower end of ARs

Recoil is increased by a very small amount, and unless things have been changed since the last time I've seen, damage at range is normally only going to be increased by around 4-5 at max, normally 3. I prefer not using it on Frost's smg since the long barrel can occasionally give you away, and it's really not enough of an upside for me to give a shit either way.

Every time they make a major change to the core of the game, it just fucks with something else because they don't isolate their variables or mechanics well enough.

The biggest reason for that is the split between corporate and development sides of the company. With Blizzard, the side that manages and decides where the money goes is more closely related to the dev team, and there's a lot more creative freedom due to that. With Ubi, the corporate side is more separated from the developers, and generally has the final word on decisions, and can push content deadlines upon the devs that can distract them from keeping their priorities in check (ex: bugfixes before new content) Since Ubi is relatively larger in scale, corporate looks at the big picture, mostly with money in mind, and ignores important details that need attention like major bugs or server quality. They see content releases drawing in the most players, so they prioritize those over stabilizing the game's core.

I think you are also downplaying the competence of the developers. I'd agree with your assessment it's corporate simply fucking up the social aspect, but even with the changes we DO get, they make almost no sense. Do you remember when they buffed Pulse, and everyone was universally WTFing about why Pulse, of all people, got a Buff? There are a ton of patches that have incredible displays of pure incompetence to just think critically about choices, and even issues that should be somewhat easy to fix (Blitz) just simply aren't getting done now going on a year and a half into the game.
So I don't know what the ratio of corporate fuckery to people just being shit at their job is, but I'd probably put it at 50/50. Maybe the dev team also genuinely feels that having an accessible community with personality isn't important?

People were really excited for its launch because it looked fresh, and despite drawing in a more niche crowd than other major FPS titles it got a good player draw anyways.

I'm speculating but I'd like to find out how much of the staff was retained pre and post launch. Funny thing is even if lets say the project director, or lead game designer, stays on, if all his people under him moved to greener pastures, it can still have the impact I'm talking about.
But we have to agree the pre and post launch Operators and maps have had a huge quality shift. I wouldn't say they are all bad, per say, but none of the DLC maps are on the same tier as some of the best.
Random tangent thought, one of the DLC's I'd love to see them release two smaller, House sized maps instead of the large ass maps we've been getting. I think it'd be really neat to have more of those really tight, focused battle spaces

That is a bad ratio, like a defies common sense ratio. I don't think "playing the game" has anything to do with it really. Division had the same problems, where even on paper the raw gameplay loops, how the Dark Zone works, and all the stuff... It didn't work on paper.
