Mainly it gives a 8 HP regen + 10 AS aura along with 24 attack speed to your own hero.

A bunch of the dominated creep abilities stay relevant throughout the game too.

It's really the fact that dominated creeps have 425 ms now. You can almost always land that centaur stomp or net or clap, and it works really well on Dark Seer because Ion Shell and 425 movespeed creep with follow command outruns basically anyone.
