You can't. Ranged is simply inherently superior to melee. Top ranged versus melee is only "balanced" by the fact that a ranged toplaner deprives your team composition of a tank.

This is why Riot:

Jayce has more natural MR than actual pure melees when he goes melee form, it's fucking bullshit. Jayce should maintain his ranged form's base stats when he goes melee.
