Long animations, using him means you ougi more, short CD/high management abilities result in a lot of downtime.

Okto is great but and he's good for damage but not damage per second. Auto attacking with characters who regularly can DATA is the highest value as far as dps go, hence why characters like Ayer and Halle are generally used, they might as well not have abilities outside of Ayer's enmity enabler or halle's dodge/crit.

Esser is the best for general use. Quatre is one of the better ones if you play water, but useless otherwise. Siete is also a popular early choice as he can carry wind shitters quite far.
