I imagine it's still going to increase your magic damage dealt, may even be upped to 10% so that keeping it up is still something to be rewarded. Remember, Blizzard IV has a pretty decent potency too, using it isn't so bad.

I believe its due to no eyebrows and how limited/difficult it feels making one that feels satisfactory or unique. My main critique of highlanders is that most tend to go with my characters face/facial hair so it does feel "samefacelander"
