Hiromi, ranked much higher than Mirei, has a better chance of being voiced 'naturally' in the election, and the other girls - Yuzu, Hajime, Tomoe, Natalia etc - are cools and passions so also have a good chance. They might, however, voice any cutes that break into the top 50 but still don't have a chance of actually being voiced due to the cute blockade at the top of the rankings.
