Well normies only like playing in Patrols so that's what they add. I'd personally would just like them to merge holo sim, x-defense and danger room together so that holo sim and x-defense become DR scenarios.
Make DR and Terminals the endgame by adding new scenarios constantly (this was the plan but normies didn't play DR because too hard)
Then turn raids into really hard one-shots.

Main problems are lower floors it seems. Also need badly to get access to better gear and ISO RNG and ranks.

I know, it's really quite annoying. My fodder doesn't seem good enough to handle low floors on their own or without some assistane of one of my lesser T2's.

My current plan is to T2 some shitters or low-tiers to T2 (provided it provides a substantial buff) to help mitigate this.

Use this to plan out your roster usage if you must.

Few pointers :
AO can solo rumbles
Wasp can solo rumbles
Elsa with Wong gives Elsa her 5 as co-op attack
Mordo with a damage lead (even 24% is fine) can solo any relay or boss stage he's usable in.
IF even at T1 can do later floors, you probably want to use Sif on floor 1 at T1.
Enchantress can solo anything but not sure if yours is at 6/6/60

Wasp should will be slow so try to use her below floor 10 if you are. Give her an attack set and a damage proc obelisk even if they're shitty.
Enchantress has low damage yes, but she can clear stages 20+, give her a damage lead if you can. T2 her for the permanent charm cheese.

T2 Captain Marvel's damage is low, but she's immortal. If you decide to T2 her at some point go all in on damage then she can do almost any stage.

Post designated clears:
F1: White tiger
