Easiest is Elsa honestly but it's more gear dependent than Kate or Yondu.

elsa is all about cards and urus

Elsa is about aligning the damage proc so you always use it with her 5. Which is harder than it sounds sadly. She has the least amount of risk attached to it though.

Destroyer is solid, as long as the enemy doesn't have iframes. Which sadly nukes his usefulness since his main gimmick then does nothing.

so if I roll a 5% ignore def green obelisk, will it always have a low value even when I get it to red? or it rerolls it's possible values everytime you level it up?

As you upgrade it it usually increases
I've been upgrading a 3% defpen and it's 5* now at like 23%
When/if you have it 6* and you reroll it it has a chance to increase too

Odin/Thor/Jane with a GBI/Damage proc obelisk but you have to be careful since you don't have the 6*s immunity to save your ass.

and specially good on odin because its impossible to remove his inv proc like strange do with anyone else in TL

this is why fighting against odin with strange feels like fighting a curse/rest/leftovers snorlax

With invuln he'll survive for sure and at 6/6/60 he can get 100k+ with it no problem. If you play well he doesn't take much damage though.
He's okay for TL but Strange shits on him hard due to barrier pierce. GBI with invuln for TL is fantastic.
