That depends entirely on the target combo and you should approach their design philosophy the same way you do with command normals in general
Why don't they list actual starters/combos that need more than two buttons? They don't seem useful at all compared to mashing/canceling other moves through experimentation.

They're called target combos in the move list. Someone coming from a different game would wonder why they're there, the purpose is unclear since it's listed right next to the base special moves.

The purpose is clear because they're listed in the same tab as unique attacks; as in they tell you that this specific attack is only available through this specific combination

Let's not forget ubi buffing peacekeeper and orochi, the most overpowered fighters, and not touching warlord, possibly the most broken one in the game

Play 1v1 in for honor and all you'll see are peacekeepers, warlord and orochi. These 3 characters are simply broken in 1v1s and outclass others by a huge margin

The only thing that bothers me about him is the fact that the air knee smash trades with shoryukens and similar, so I can't use it to punish them in a spectacular way. He's fine in any other regard, at least for bronze.

Hilarious because SFxT died out, when it actually wasn't that bad of a game with the patch, but SFV is still shit to this day and still widely played.
I just checked and they released that huge 2013 patch that revamped legit EVERYTHING in less than a year of the game's release. They also cared enough to make a fucking VIDEO of every change of EACH character. Also tfw even fucking PacMan got resources devoted to him for balance changes.
