Some things in the nasuverse literally can't die. They don't know how to. Stuff like the Aristoteles don't have the nasuverse concept of death, so MEoDP doesn't work on them.
On the flip side, you have Black Barrel which is more deadly the less killable something is, to the point where a single bullet kills something without the ability to die, e.g. something MEoDP wouldn't work on. Theoretically, before whatever it hit died from being shot, MEoDP would then be able to work on it.
