It's because dealerships try to maintain a reputation. Vasquez doesn't mind if something else on that pump gives out. But the dealership doesn't want the customer to say, "Yeah, I took my car to the stealership and they replaced the seals in the vacuum pump, but a week later the whole pump shit the bed. WHAT DID THEY DO IT TO MAKE IT GO BAD?!"
