No, it means that in arcade you can bring out as many vehicles as you have crew slots.
In realistic 5 is more than enough, and in sim you only use the one tank and/or plane you chose.

with planes with tanks arcade has hard limit of 3 tanks / battle, while in realistic you can respawn as long as you have points

According to me you should stop playing tanks that are made obsolete by the matchmaker. Grind a 7.0 lineup and rake in the wins and struggle to get a few kills before IS-6s push to the enemy spawn.

Or you could grind it with tier 3 vehicles and have actual "fun". A 5.3 lineup with T-34-85 and IS-1 ensures you will face nothing but Tiger 1s at worst. No T29s, no T34s, no Tiger IIs of any kind, no Panther IIs, no IS-6s, no Cent mk3s or Strvs. Enjoy.

for the garage slots, you have a default of 4 or 5 I think, then unlock another slot for 10000 silver lions. the rest cost GE to unlock.
Unlike WoT, you can switch out your tanks anytime you want. once you buy a tank, it's available to be placed in any slot once you get your crew trained to use that tank(or plane). The crew training cost early on isn't a problem anyway since it's pretty cheap.
