The 'whole game' is the deluxe edition and you have the option to purchase it, but you also have the option to purchase a cheaper version if you're poor or just casual
I don't live in the US, where I live Steam uses our currency, what I mean is that prices usually get adjusted when the game is released based on the current state of the currency, most of the time they get adjusted for more, sometimes they get adjusted for less aswell, my point is that it's rarely the same price.
