It seems to be, 5 games this week for the genji skin with a friend, this can be against bots. Week 2 for the Dva skin you need 5 with a friend but it must be against other people in either unranked or ranked mode.

It's possible that you may have to do week 1 for the Genji skin before you're allowed to do week 2 for the Dva skin but I'm not sure.
