Soldier doesn't hard-counter Pharah beyond his ultimate and people who keep pushing this meme need to die. If she's at the edge of the skybox level which isn't hard for her after her thruster buffs, the spread on Soldier's gun makes it impossible to deal more than 5dps against her, and with a Mercy tied to her ass you're not killing her.
