They don't lower it themselves, but the top hat being extended gives you back the travel you lost lowering it. The problem is they're putting all the stress a normal top hat takes through those studs without all the contact patch the top hat normally has on the strut tower, severely weakening it. Those studs are going to break and the strut is no longer going to be connected to the car. There are better ways to do it, like pic related where it's a regular top hat, just taller.
