Wastegate is on the exhaust side, it lets exhaust gases bypass the turbo so the turbo doesn't spin as fast. It's how the maximum boost pressure is regulated.
Blow-off valves vent excess boost after you lift off the throttle, they do this to protect your turbocharger among other things.
There are different kinds of blow-off valves, some recirculate the air into your intake again. If you have one of these systems, you can't simply vent it into the atmosphere as this will cause havoc with your ECU (since it'll be missing air) and cause your car to run rich.
