With how much art is posted of them here I thought Korekiyo and Amami would be higher, but guess not.

No, the thing is, early on, if someone wanted to tank a character, he could put it in the last place and the character would lose some spots for sure.
Now that more than a handful of points have been allocated, it's a bit harder to affect character's spot.
