There is no proof anybody else can. Anybody can with enough training, but there's no proof right now that anybody else currently can. That remains to be seen in future games.

Yukari is trying to practice using her Persona in the dorm in the opening cutscene, if it was known you can't summon in the real world she wouldn't have been trying.
There's also Aigis using hers in the dorm in the beginning of the Answer, while you COULD argue it's because of the Abyss of Time or whatever, the place hadn't technically opened up and the time loop shenanigans hadn't started yet.
