Cause Blizzard knows we want an edgy Tracer skin but they don't actually want to commit to it, so they gave us the next best thing to make up for it.

zarya and winston are the current strong "go-to" tanks
rein is still good cuz he has one of the most broken ults in the game
hog is good only if you can land important hooks and are not retarded and shoot before you hook

DVA is still good and great against immobile targets such as soldier/mccree
She has the best stall in the game with second-life and matrix literally negates pharmercy and hitscan heroes....
Zarya is still strongest off-tank tho
Graviton is the best ult in the game and she has tremendous ability to save teammates in fights with her bubble. Zarya's self-bubble and team-bubble helps keep people alive. The team with more people alive generally wins any given teamfight
