replace scout with medic, move engineer down to c tier and spy down to d-tier and remove the taglines to the tiers as they don't really makes sense, esp spy protecting med and not being a trash pick class
tf2g, how would you deal with players that literally just installed the game in terms of matchmaking? even a mediocre player can pull their worth if they stick to support. but when 3 members of your team struggle to exit the spawn it's bound to be an unbalanced match, even if the average rank of each team is the same

as long as the number of newbies (or 'noobs' as I like to call them) on each team is the same, I think it's ok. I think the best way to go about it would be to put them in games with bots up until level 5, like in paladins. Maybe with an option to skip this tutorial in a small checkbox that most people would ignore. Then at least they might learn how to walk forwards before getting in a real game
medals equate to playtime so yeah, a higher medal generally means they're better at the game. sure there are exceptions but you know that a red medal will be more compentant than a silver.

nope ive seen a soldier with 2 unusuals and sparkly rocket launcher fail to even do a basic rollout on process, instead just shooting directly down and flying up like a retard sometimes people with medals and unusuals dont even turn around when you yell "spy" and sometimes i see stock scouts and demos completely shit over everything and just make you feel bad medals, time, and hats do not equate to skill at all except you didnt say a word about medals
