Because people are going back to Nep and Dragon used to have 30% winrate against Nep in RoB. Now, not only they lost the LB Enhance, but also Zell, that could finish the game or pressure the Nep before Nep could come out. Dragon has to go back to teching against Nep, so they obviously won't remove LB from their decks.
