That wasn't Skims, that was me.
Skims handed me that project because he got sick of the whole thing shortly after making the body and a couple outfits. The majority of the work ended up being me and two other guys, Skims provided nothing but a body mesh and a lot of emotional baggage.
The big reason it's never been updated though AND it got hidden is because one of the guys broke a solid 50% of the models (we had intended to port every vanilla and DLC outfit to the "Athletic" body) for the intended full update.
So most of the models sat on my multiple hard drives for the past few years, until I decided to pick up and start modding for NV again. I've been pretty lackadaisical with my pace on fixing them though because, by and large, I don't have the time or the energy for modding that I used to. The file will be un-hidden when I can confirm these things are actually working.
We intended to include a few custom body options too, like a cyborg arm version for every outfit and BNB compatibility, but these things probably aren't happening anymore and I'll be glad just to have all the "base" stuff in the game complete.

The game is definitely structured in such a fashion that it all comes across as a joke. Rarely is there ever a feeling of real danger, but the point stands. "Veteran" raiders exist, are dangerous, and underestimating them is some kind of fast track to being dead in a ditch, because even if they're drugged up psychopaths a solid 6/10 times, at the top of that heap you have people like Gage that knows how to direct those shitters into something resembling a threat.
So yeah, I'm going to argue that you can't hold up the game mechanics, say "this game is easy on me" and use that as some sort of basis for claiming that all raiders recently started raiding and are a low-level threat.
Everything is situational, and humans (particularly desperate ones) are always the most dangerous game.

Personal experience, went with a raider type character. You can either be a sniper with .50 cal rounds (i think, or .308s) or a regular .45 rifleman. super rapid fire, super common ammo. Download Better Bash mod, get a nice pipe rifle or better yet add an enhancement like -30% armor pen to it and get a spring stock and bayonet and absolutely fuck shit up and enjoy the brutality of bashing people to death as a finisher as you close the gap filling them full of .45 holes
and get all the best mods by like level 12 or 13.

So, I'm really interested in modding thicket excavations to have a workshop in it. There's already a mod for it, but it has an ass ton of issues.
The basic concept isn't difficult. I understand how to turn a cell into a settlement. What I want to know is how difficult it would be to alter the location to fix the existing issues.
Notably, there is a known bug that the raiders and items redrawn upon the player moving to about the distance of Starlight. This results in high level threats spawning in on your settlers AND all built items disappearing, so far as I understand.
What would need to be done to fix that?

Settler being shit to another settler actually would be an interesting sidequest. Something like theft or assault. Or one settler is being an ass to everyone and causing trouble. It'd make settlers actually feel like people and not robots squatting in your settlement

Yeah, I use mods, but no damage mods or overhaul mods, and I didn't even install them until recently when I figured out how to get them working on Survival.

I have one with a bleed effect (that I'm just assuming stacks with the blades), one with 25% more damage, one set that's Furious, and another that cripples more easily.
I use different sets based on the situation but it's my weapon of choice as you can imagine.
I also carry molotovs for those fucking wall-mounted turrets.

So did 3 and 4. However all those themes are not individually strong enough or remotely focused enough to tear fallout out of it's falloutness, the 50's SCIENCE and culture and levels of general campiness and wackiness, while not over the top, still dull the harshness of the other elements.
Fallout is not a setting about the pure hell that a true post apocalypse would be. Too realistic gore would just be jarring and kill most player's buzzes as they trudge back out of whatever area they just cleared as they search for whatever they missed in terms of loot and leave to explore the wasteland further.
