How it's broken?

While colonizing in Vic2, should I take the decisions to organize my colonies? Like "Organize Togo" and the like. Are these reorganized colonies actually better/more efficient or is it just to free up colonial points?

The event for genocide never shows up. Two years passed since the 'preparing to genocide' modifier ended. I then tried to trigger it manually, and then it said that such an event doesn't exist even though it says it does in the game files.

What is the hardest possible start in CK2?
I want a challenge, I feel that starting as a single county count is too easy, since I can consistently form an empire within 100-150 years.

How does one improve a character's poor bending skill after maturity in CK2 Avatar mod? Does the mastery focus do anything about that? Or is it impossible? If so, is there a way to at least bounce back the next generation? Should I hire a master bender or something?
