You receive a few premium draw tickets that those guides should tell you how to obtain. You use those on the draw screen. Don't obtain anything? Reroll and try again. You're making it much more painful on yourself rolling outside of legfest for a number of reasons though. Just wait until the next legfest starts.

The base rate of an SSR appearing is 3% naturally. Legfest doubles this to 6%, thus doubling your chances of getting a pull. If you also pull while the legfest characters are in the pool (All the story SSRs, Lucio etc.) this will enable your start dash ticket to have them in its pool which is always an added bonus whether you want to be F2P or not it's still good to have the option of those characters freely available to you as they're a pain to get otherwise.

There's a big difference between "X rate up" and Legfest. Legfest brings in otherwise unobtainable characters and raises the rate of SSRs to 6%. Rate up's just raise the chance of that element (or characters from a specific event etc.) from appearing but it still uses the normal 3% SSR chance.

Legfes is double SSR rates (6%) and has Limited characters in the gacha. Generally it shows up at the end of every month.
As for something to reroll for, honestly just pick a limited character you like the look of.
