In order to match a Beast you need either a Grand, or a collection of a bunch of high rank servants and several miracles all happening in conjection. Ozzy thought he could beat Lancer Arthuria as well who is far weaker than Beast, but he couldn't.

HF was basically the Kotomine/Ilya/Sakura route. Sakura didn't even have as much screentime as Ilya.
