Playing as Brazil in HPM. Is it normal to have almost no reforms wanted by the populace. It's 1897 and I've barely maxed out any of the reforms. By this year with a european power I've gone almost full on every reform.

EU4 is for casuals and you should play Victoria 2, but Prussia and Russia.

Nah, I didn't enjoy Vic2 when I played it. I do enjoy EU4 and I'm not bothered about being called casual.

The game is casual when you pick Brandenburg and Muscovy so I'm not going to pick either of those since it is just steam rolling the AI until I own half the map
