CE levels just affect the +ATK and +HP bonus. Your biggest concern is going to be the 4x Limit Breakthrough for the additional ability on the card. Past that is a nice bonus, but not necessary.

I've been putting 1-2* CEs onto a crappy 3* that I have a high LB level on (like False Attendant's Writings or something like that), and the fusing the 3* CE into a 4-5*.

Despite 4-5* being basically the only good CE rarities, there are still only handful of good non-event CEs.

If you want a Ruler that actually deals damage try to get Martha next summer. She's a Buster Gorilla with an ST Buster NP. If you grail her to 90 her attack breaks 10k.

Mats are useful, but it seems like the class pieces are easier to get than the specific drops required past the first ascension. Sure, they aren't terrible to have, but you aren't going to have a limited-time ascension which goes away in a month, in the same way that a limited-time store item priced in prisms might. So I'm more inclined to stock up on prisms right now. (Or, to be more accurate, buy out all the Fous so I can stock up on prisms for the rest of the month.)
